The bill amends several sections of Florida Statutes related to the Capitol Center, establishing the Governor, Cabinet officers, and the Legislature as permanent tenants of the Capitol Complex. It prohibits any reduction or relocation of interior space allocated to these tenants without their express consent and grants the Legislature the first right of refusal for any additional interior space that becomes available. Additionally, the Department of Management Services is required to coordinate with and obtain approval from the tenants before planning or scheduling projects that impact their occupied spaces, particularly considering the Legislature's schedule and needs.

Furthermore, the bill allows the President of the Senate and the Speaker of the House of Representatives to manage certain spaces without needing approval from the Department of Management Services, including control over utilities. It mandates that the Department solicit feedback from all permanent tenants regarding the development of state-owned property and prohibits the reassignment or reduction of parking spaces allocated to the Legislature without their consent, also granting them the first right of refusal for any additional parking spaces. The act is set to take effect on July 1, 2025.
