The bill amends sections 129.201 and 218.35 of the Florida Statutes to establish a formal budget appeal process for county constitutional officers, specifically the supervisor of elections and the clerk of the circuit court. It authorizes these officers to file budget appeals to the Administration Commission within 30 days of receiving written notice of budget amendments made by their respective boards or commissions. The appeals must include the proposed budget and the reasons for the appeal, and the Executive Office of the Governor is required to conduct a budget hearing to consider the appeal. Following the hearing, the Executive Office will submit findings and recommendations to the Administration Commission, which must take action on the budget within 30 days.

Additionally, the bill requires that both the supervisor of elections and the clerk of the circuit court correct any mathematical, mechanical, factual, and clerical errors in their proposed budgets as identified by their boards or commissions. The boards or commissions are also mandated to provide written notice of any amendments made to the budget. The final budget approved, amended, or modified by the Administration Commission will be conclusive. The act is set to take effect on July 1, 2025.
