The bill amends section 1003.453 of the Florida Statutes to require school districts to provide mandatory training in basic first aid, including cardiopulmonary resuscitation (CPR), to students once in middle school and once in high school, rather than merely encouraging it. The training must allow students to practice the necessary skills and include the use of an automated external defibrillator (AED). Additionally, the bill creates a new section, 1003.457, which mandates that each public school develop a plan for urgent life-saving emergencies (PULSE) to effectively respond to incidents of sudden cardiac arrest or similar emergencies.
Furthermore, the bill requires that by July 1, 2027, all public schools, including charter schools, must have at least one operational AED on school grounds, with specific guidelines for its placement, maintenance, and staff training. The location of each AED must be registered with local emergency medical services, and school employees and volunteers are granted immunity from liability when using the defibrillators under existing Good Samaritan laws. The State Board of Education is tasked with adopting rules to implement these provisions, with the act set to take effect on July 1, 2025.
