The bill amends section 1003.453 of the Florida Statutes to require school districts to provide mandatory training in basic first aid, including cardiopulmonary resuscitation (CPR), to students once in middle school and once in high school, rather than merely encouraging it. Additionally, the bill creates a new section, 1003.457, which mandates that each public school develop a plan for urgent life-saving emergencies (PULSE) to effectively respond to incidents of sudden cardiac arrest or similar emergencies on school grounds.
Furthermore, the bill requires that by July 1, 2027, all public schools, including charter schools, must have at least one operational AED on their premises, which must be clearly marked and maintained according to manufacturer recommendations. School staff must receive training in first aid, CPR, and AED use, and the location of each AED must be registered with local emergency medical services. The bill also provides liability immunity for school employees and volunteers under the Good Samaritan Act and the Cardiac Arrest Survival Act, and it mandates the State Board of Education to adopt rules for its implementation. The effective date of the act is set for July 1, 2025.
