The proposed bill, titled the "End Racism in Contracting Act," aims to prohibit the consideration of race or ethnicity in government contracting processes in Florida. It establishes a new section, 287.05703, in the Florida Statutes, which defines "awarding body" and outlines specific prohibitions. These include preventing awarding bodies from requesting or considering documentation of an individual's race or ethnicity when granting contracts or awards, as well as from requiring contractors or grantees to consider race or ethnicity in their own contracting decisions. The bill mandates that any existing rules or regulations that allow for such considerations must be removed within specified timeframes.

Additionally, the bill stipulates that any procurement goals based on race or ethnicity must be reduced proportionally based on the previous fiscal year's contracting preferences unless amendments are proposed within 60 days. It also declares any conflicting laws, ordinances, or policies void and provides exceptions for existing contracting goals related to small, women-owned, or veteran-owned businesses, as well as those necessary for federal grants. The act is set to take effect 60 days after the legislative session adjourns.
