The bill amends Florida Statutes to define "direct-support professional" and establish guidelines for the administration of insulin by these professionals and relatives of clients in group home facilities for individuals with developmental disabilities. Specifically, it creates a new section, 393.504, which allows direct-support professionals and relatives to administer insulin if certain conditions are met, including training provided by qualified medical personnel and the establishment of policies and procedures by the group home facility. The bill also provides immunity from civil liability for damages and civil or criminal penalties for both the group home facilities and the individuals administering insulin, as long as they comply with the outlined requirements.

Additionally, the bill amends section 393.506 to permit unlicensed direct service providers to supervise the self-administration of insulin and epinephrine using specific devices. It also makes a conforming change to section 1002.394 regarding the Family Empowerment Scholarship Program. The effective date for this act is set for July 1, 2025.
