The bill amends Florida Statutes to define "direct-support professional" and establishes regulations for the administration of insulin by these professionals and relatives of clients in group home facilities for individuals with developmental disabilities. Specifically, it allows direct-support professionals and relatives to administer insulin if certain conditions are met, including training provided by qualified medical personnel and the establishment of policies and procedures by the group home facility. The bill also provides immunity from civil liability for damages and civil or criminal penalties for both the group home facilities and the individuals administering insulin, as long as they comply with the outlined requirements.
Additionally, the bill amends existing statutes to clarify that unlicensed direct service providers can supervise the self-administration of insulin and epinephrine using specific devices. It also makes a minor adjustment to a cross-reference in the Family Empowerment Scholarship Program definition of "disability." The act is set to take effect on July 1, 2025.
