The proposed bill establishes the "Multihousing Water Safety Act," which mandates the installation and maintenance of door alarms on specific doors in multifamily residential properties, such as apartment complexes, condominiums, and townhouses, that have access to public or private swimming pools or bathing areas. Beginning January 1, 2026, property owners or managers are required to ensure that these door alarms are operational at all times and are compliant with the Florida Building Code. Additionally, an annual inspection of the door alarms must be conducted as part of the property’s overall safety inspection, with documentation of these inspections to be maintained for a minimum of five years.

The bill also designates the Department of Business and Professional Regulation as the enforcement authority for this act, granting it the power to issue cease and desist orders and impose administrative fines of up to $50 per day for noncompliance. This legislation aims to enhance the safety and well-being of residents by addressing the risks associated with access to bodies of water in multifamily residential settings. The act is set to take effect on July 1, 2025.
