The proposed bill establishes the "Multihousing Water Safety Act," which mandates the installation and maintenance of door alarms on specific doors leading to swimming pools or bathing areas in multifamily residential properties, such as apartment complexes, condominiums, and townhouses. Starting January 1, 2026, property owners or managers are required to ensure that these alarms are in working condition and are inspected annually as part of the property's building inspection. Documentation of these inspections must be maintained for a minimum of five years, and the alarms must comply with the Florida Building Code.
The bill also designates the Department of Business and Professional Regulation as the enforcement authority, granting it the power to issue cease and desist orders and impose administrative fines of up to $50 per day for noncompliance. This legislation aims to enhance the safety of residents, particularly children and vulnerable populations, by addressing the risks associated with access to bodies of water on residential properties. The act is set to take effect on July 1, 2025.
