The bill establishes a new section in the Florida Statutes, specifically section 414.61, which prohibits local governments from adopting or enforcing any laws, ordinances, resolutions, orders, or rules that provide for payments under a guaranteed income program. A guaranteed income program is defined as one that issues unconditional cash payments to individuals without requiring them to seek reemployment, perform work, or attend training as a condition for receiving the payments. The bill also defines "local government" to include counties, municipalities, special districts, and political subdivisions of the state.

To enforce this prohibition, the bill authorizes the Attorney General to issue cease and desist orders to local governments that violate these provisions. If a local government fails to comply with such an order, the Attorney General is empowered to take legal action for injunctive relief. The bill is set to take effect on July 1, 2025.
