This bill establishes a new section, 414.61, in the Florida Statutes that prohibits local governments from implementing or enforcing any laws or regulations that provide for payments under a guaranteed income program. A guaranteed income program is defined as one that issues unconditional cash payments to individuals for any purpose, without requiring them to seek reemployment, perform work, or attend training as a condition for receiving the payments. The bill also defines "local government" to include counties, municipalities, special districts, and political subdivisions of the state.
To enforce this prohibition, the bill grants the Attorney General the authority to issue cease and desist orders to local governments that violate these provisions. If a local government fails to comply with such an order, the Attorney General is authorized to pursue injunctive relief against the local government. The act is set to take effect on July 1, 2025.
