This bill establishes residency and citizenship requirements for various public officers and employees in Florida. Effective October 1, 2025, individuals appointed to hold state office in the executive branch, including secretaries, executive directors, and members of commissions and licensing boards, must be United States citizens and residents of Florida. Additionally, starting January 6, 2027, members of state university boards of trustees and the Board of Governors must also meet these citizenship and residency criteria. If any of these requirements are not met, the respective office will be deemed vacant.
The bill also amends existing statutes related to political activities and travel reimbursements for public employees. It prohibits career service employees from using their official authority for political purposes and restricts travel reimbursements for certain positions, specifically disallowing reimbursements for travel between an employee's residence and their official headquarters. Furthermore, the bill introduces a definition of "office" for the purposes of the state constitution, clarifying the roles that fall under this designation. The act is set to take effect on July 1, 2025.
