The bill establishes a framework for issuing special beverage licenses specifically for equestrian sport facilities in Marion County, defining such facilities as those that are at least 500 acres and include multiple lodging and food service establishments focused on equestrian events. The legislation allows these facilities to sell wine and malt beverages for off-premises consumption and all alcoholic beverages for on-premises consumption. It also permits the designation of a venue within the facility as a stand-alone bar for indoor smoking, in compliance with existing laws.
Additionally, the bill clarifies that the special beverage license does not interfere with other premises that hold separate alcoholic beverage licenses on the same property. Violations of alcoholic beverage laws occurring within the equestrian sport facility will not affect the operation of separately licensed premises unless the violation occurs specifically within those premises. The bill mandates that the special beverage license adheres to the same requirements as other licenses under the Beverage Law, with the Division of Alcoholic Beverages and Tobacco authorized to create necessary rules for implementation. The act will take effect upon becoming law.
