This bill establishes a framework for issuing special beverage licenses specifically for equestrian sport facilities in Marion County, defining such facilities as those that are at least 500 acres in size and include at least two transient public lodging establishments and three public food service establishments, with a focus on sport horse events. The bill allows these facilities to sell wine and malt beverages for off-premises consumption and all alcoholic beverages for on-premises consumption, while also permitting the designation of a venue within the facility as a stand-alone bar for indoor smoking, in compliance with existing laws.

Additionally, the bill clarifies that the special beverage license does not interfere with the operation of premises that hold separate alcoholic beverage licenses on the same property. Violations of alcoholic beverage laws occurring within the equestrian sport facility will not affect separately licensed premises unless the violation occurs specifically within those premises. The bill mandates that the special beverage license adheres to the same requirements and restrictions as other licenses under the Beverage Law, with the Division of Alcoholic Beverages and Tobacco authorized to adopt necessary rules for implementation.
