The bill amends section 320.0848 of the Florida Statutes to establish a lifetime disabled parking permit for individuals who are permanently disabled due to dismemberment or amputation. The Department of Highway Safety and Motor Vehicles is required to issue this permit, which will not expire and will be valid from the date of issuance until the permit holder's death. Additionally, the bill allows individuals with a lifetime disabled parking permit to provide a certificate of disability issued at any time to obtain a replacement for a lost or stolen permit, rather than being restricted to a certificate issued within the last 12 months.
Other changes include the requirement for a validation sticker to indicate that the lifetime permit does not expire, and the introduction of a $1 replacement fee for lost or stolen permits, which can be waived if a police report is provided. The bill also clarifies that veterans certified as permanently and totally disabled can use specific documentation in lieu of a certificate of disability. The effective date for this act is set for July 1, 2025.
