The bill amends section 366.075 of the Florida Statutes to require the Public Service Commission to establish an experimental mechanism aimed at facilitating energy infrastructure investments specifically in gas. This mechanism will align with existing structures in related statutes and is intended to support investments that involve the collection, preparation, cleaning, processing, transportation, or injection of gas as a transportation fuel or for pipeline distribution. The term "gas" is defined within the bill to include anaerobically generated biogas, landfill gas, or wastewater treatment gas that meets specific methane content criteria.
Additionally, the bill mandates that the commission adopt rules to implement this new mechanism, with a deadline for proposing these rules set for no later than January 1, 2026. The rules must ensure that public utility customers benefit from any tradeable energy credits and tax savings resulting from these gas infrastructure investments, as well as address the treatment of revenues from gas sales for transportation purposes. The act is set to take effect on July 1, 2025.
