This bill amends Florida Statutes to enhance regulations regarding contracts with foreign countries of concern. It removes the definition of "controlling interest" and prohibits governmental entities from entering into contracts for certain products if the government of a foreign country of concern has ownership interests in the manufacturer or bidder. Additionally, it requires entities bidding for government contracts to sign an affidavit confirming that no foreign government has ownership interests in them or their parent or subsidiary companies. The bill also eliminates previous provisions that restricted contracts based on access to personal identifying information.

Furthermore, the bill establishes penalties for violations, including civil penalties and ineligibility for future contracts or licenses for up to five years. It mandates that any penalties collected be deposited into the General Revenue Fund and requires the Department of Management Services to adopt rules for implementing these changes, including the affidavit form. The effective date for these provisions is set for July 1, 2025.
