The bill amends Florida Statutes to impose stricter regulations on financial assistance and employment practices related to noncitizens. It allows counties to require proof of lawful presence in the U.S. for borrowers seeking financial assistance and prohibits state and local entities, as well as private corporations, from providing down payment assistance to individuals who are not lawfully present. If such assistance is provided, the recipient must repay it immediately, and foreclosure proceedings may be initiated. Additionally, eligibility for the Florida Homeownership Assistance Program and the Florida Hometown Hero Program is limited to individuals who are lawfully present in the U.S.

Furthermore, the bill increases penalties for employers who violate laws regarding the employment of unauthorized aliens, mandating that all private employers use the E-Verify system to verify employment eligibility. It also prohibits money services businesses from processing foreign remittance transfers unless they verify that the sender is not an unauthorized alien. Starting July 1, 2025, employers who knowingly violate these requirements will face severe penalties, including license suspensions and fines. The legislation aims to enhance compliance and accountability in employment practices and financial assistance programs, ensuring that only those lawfully present in the U.S. benefit from these services.
