It authorizes counties to require proof of lawful presence in the U.S. for borrowers seeking financial assistance and prohibits state and local entities, as well as private corporations, from providing down payment assistance to individuals who are not lawfully present. If such assistance is provided, the recipient must repay it immediately, and foreclosure proceedings may be initiated. Additionally, eligibility for the Florida Homeownership Assistance Program and the Florida Hometown Hero Program is restricted to individuals who are lawfully present in the U.S.

The bill also revises penalties for employers who violate laws regarding the employment of unauthorized aliens, increasing fines and license suspensions for repeat offenders. It mandates that all private employers use the E-Verify system to confirm the employment eligibility of new hires starting July 1, 2025. Employers who knowingly violate this requirement and whose unauthorized alien employees cause injuries or fatalities will face severe penalties, including the suspension or revocation of licenses for five years or permanently, along with fines deposited into the Crimes Compensation Trust Fund. Furthermore, the bill establishes new requirements for money services businesses regarding foreign remittance transfers, ensuring that they verify the sender's legal status before initiating transactions. The act is set to take effect on July 1, 2025, and includes provisions for emergency rule adoption and the enforceability of remaining provisions if any part is found invalid.
