This bill seeks to enhance Florida's renewable energy initiatives by amending existing laws and introducing new provisions. It revises the definitions of "biomass" and "renewable energy" in section 366.91, Florida Statutes, and prohibits the drilling, exploration, or production of oil, gas, or other petroleum products in designated areas as specified in sections 377.24 and 377.242. The legislation sets a goal for the state to achieve 100% renewable energy generation by 2050 and net zero carbon emissions by 2051, with the Office of Energy responsible for creating a comprehensive plan that includes interim targets for reducing carbon emissions.
Furthermore, the bill establishes the Renewable Energy Workforce Development Advisory Committee, which will focus on workforce transition in the clean energy sector by assessing necessary skills and training for workers. The committee is tasked with ensuring that training requirements for renewable energy jobs are not diminished and prioritizing employment opportunities for marginalized communities. It must also set targets for resident employment in the renewable energy industry by January 1, 2026, and provide annual progress reports. Additionally, the bill allows for the issuance of revenue bonds to finance renewable energy projects without public agency authorization and includes provisions for the reenactment of several sections of Florida Statutes to align with the new amendments. The act is scheduled to take effect on July 1, 2025, and will be repealed on October 2, 2028, unless the Legislature intervenes.
