This bill establishes a new section in Florida law, specifically section 394.4675, which focuses on providing mental health services for first responders. The Division of State Fire Marshal is tasked with developing a statewide behavioral health access program aimed at offering comprehensive mental wellness services and resources to first responders, including 911 telecommunicators, correctional officers, and probation officers. The program will emphasize prevention and early intervention to address issues such as suicide and mental health disorders. Key components of the program include training on resiliency and mental health awareness, the development of peer support teams, and the establishment of suicide prevention campaigns. Importantly, first responders will not be required to pay copayments for these services.
Additionally, the program will create a network of licensed professional counselors who have undergone specialized training in trauma management and suicide prevention, ensuring they can provide care at various levels, including routine, urgent, and crisis situations. By June 30, 2026, the program is required to develop a research and evaluation plan to assess its effectiveness and return on investment, which will be submitted to legislative leaders. The bill is set to take effect on July 1, 2025.
