The bill establishes a new section, 414.036, in the Florida Statutes that prohibits local governments from adopting or enforcing regulations related to guaranteed income programs. A "guaranteed income program" is defined as one that provides unconditional cash payments to individuals, which can be used for any purpose, without requiring them to seek employment or participate in training. The bill clarifies that local governments, which include counties, municipalities, special districts, and political subdivisions, are not allowed to create ordinances, resolutions, orders, or rules that facilitate such payments unless explicitly authorized by law.

Additionally, the bill grants the Attorney General the authority to take legal action against local governments that violate this prohibition. The Attorney General can seek both preliminary and permanent injunctive relief in circuit court and is required to issue a cease and desist order to any local government that enforces a regulation contrary to this section. If the local government does not comply with the order, the Attorney General is mandated to file an action for injunctive relief on behalf of the state. The act is set to take effect on July 1, 2025.
