This bill establishes two pilot programs within the Department of Management Services aimed at improving the efficiency and cost-effectiveness of state vehicle management. The first program, the Bulk Vehicle Purchase Pilot Program, requires the department to prepare an inventory of all state agency-owned motor vehicles, maintenance facilities, and fuel depots by December 31, 2025. The inventory must include details such as ownership, possession, operating costs, and physical locations. The department will also assess projected vehicle purchasing needs and competitively procure vehicles based on defined specifications, with the option to terminate or accelerate the program based on cost savings.

The second program, the Fleet Operations Management Pilot Program, focuses on privatizing the management and maintenance of state-owned vehicles and facilities. The department will competitively procure contracts for these services and establish baseline costs for selected state entities. Reports evaluating the program's effectiveness and cost savings will be submitted annually, with the possibility of terminating the program if it does not yield significant savings by July 1, 2028. Both programs emphasize collaboration with state agencies and require the department to adopt necessary rules for implementation.
