The bill amends sections 287.042 and 287.138 of the Florida Statutes to enhance governmental entities' access to vendor background information. It authorizes the Department of Management Services to grant these entities access to electronic systems that provide background information on vendors seeking to do business with the state. This new provision is aimed at improving the vetting process for vendors and ensuring that governmental entities have the necessary tools to assess vendor reliability.

Additionally, the bill specifies that governmental entities may use information obtained through these electronic systems to verify the accuracy of affidavits submitted during competitive solicitations. If a governmental entity finds that an affidavit is not true or that a vendor is not responsible or responsive, it can make such determinations without these being considered decisions subject to protest. This change is intended to streamline the procurement process and clarify the responsibilities of vendors in the solicitation process. The act will take effect upon becoming law.
