The proposed bill mandates the Commissioner of Education to collaborate with six selected school districts, representing a mix of small, medium, and large counties, to implement a policy prohibiting the use of cell phones and personal electronic devices by students during the entire school day, both on school grounds and during school-related activities off campus. The Department of Education is required to submit a report to the Legislature by December 1, 2026, detailing the impact of these policies on student achievement and behavior. This report must also include a model policy for other school districts and charter schools to adopt, addressing authorized use of devices for students with disabilities, English Language Learners, health emergencies, and during extracurricular activities.
Additionally, the report will outline provisions for the student code of conduct regarding violations of the cell phone policy, specifying behaviors that may lead to law enforcement referrals, bullying, academic dishonesty, and inappropriate use of images or videos. The bill is set to take effect on July 1, 2025.
