This bill mandates the Commissioner of Education to collaborate with six selected school districts, representing a mix of small, medium, and large counties, to implement a policy prohibiting the use of cell phones and personal electronic devices by students during the entire school day, both on school grounds and during school-related activities off campus, starting in the 2025-2026 school year. The Department of Education is required to produce a report by December 1, 2026, detailing the impact of these policies on student achievement and behavior, as well as providing a model policy for other school districts and charter schools to adopt.
The report must address specific circumstances under which students may be authorized to use cell phones or electronic devices, including for students with disabilities or English Language Learners, health emergencies, and during extracurricular activities. Additionally, it will outline student code of conduct provisions related to violations of the cell phone policy, including behaviors that may lead to law enforcement referrals, bullying, cheating, and inappropriate recording of students. The act is set to take effect on July 1, 2025.
