This bill mandates the Commissioner of Education to collaborate with six selected school districts, representing a mix of small, medium, and large counties, to implement a policy that prohibits the use of cell phones and other personal electronic devices by students during the entire school day, both on school grounds and during school-related activities off campus, starting in the 2025-2026 school year. The Department of Education is required to produce a report by December 1, 2026, detailing the impact of these policies on student achievement and behavior, and to provide a model policy for other school districts and charter schools to adopt.

The report must address specific authorized uses of electronic devices for students with disabilities or English Language Learners, for health emergencies, on school buses, and during extracurricular activities. Additionally, it will include provisions for the student code of conduct regarding violations of the cell phone policy, outlining behaviors that may lead to legal referrals, bullying, cheating, or inappropriate recording of students. The act is set to take effect on July 1, 2025.
