This bill mandates the Commissioner of Education to collaborate with six selected school districts, representing a mix of small, medium, and large counties, to implement a policy that prohibits the use of cell phones and other personal electronic devices by students during the entire school day, both on school grounds and during school-related activities off campus, starting in the 2025-2026 school year. The Department of Education is required to provide a report to the Legislature by December 1, 2026, summarizing the impact of these policies on student achievement and behavior. This report must also include a model policy for school districts and charter schools to adopt.

Additionally, the report will address authorized uses of electronic devices for students with disabilities or English Language Learners, for health emergencies, on school buses, and during extracurricular activities. It will also outline student code of conduct provisions related to violations of the cell phone policy, including behaviors that may lead to law enforcement referrals, bullying, cheating, and inappropriate use of images or videos. The act is set to take effect on July 1, 2025.
