The bill amends several sections of Florida Statutes to prohibit various governmental entities, including boards, agencies, commissions, and authorities of counties and municipalities, from restricting or prohibiting the use of certain fuel sources and appliances for energy production. Specifically, it revises section 366.032 to clarify that these entities cannot enact policies that limit the types of energy production or the use of appliances, such as stoves or grills, that utilize these energy sources. Additionally, it establishes a new section, 425.041, which prohibits cooperatives from adopting bylaws or policies that restrict these energy sources or appliances. The bill also includes amendments to the Florida Building Code and the Florida Fire Prevention Code to prevent restrictions on the installation of materials that facilitate the use of multiple energy sources.

Furthermore, the bill retroactively applies to any existing resolutions, ordinances, or policies that conflict with its provisions, rendering them void if they were in place before July 1, 2021. The Florida Building Commission and the State Fire Marshal are specifically prohibited from adopting any provisions that would restrict the installation of materials for multiple energy sources, except where required for the proper operation of appliances. The effective date for this act is set for July 1, 2025.
