The proposed bill establishes a new section, 1006.481, in the Florida Statutes, which mandates public schools to designate a member of the administrative personnel to provide annual training on human trafficking awareness. This training is required for instructional personnel, other administrative staff, school nurses, school doctors, and any other personnel who have regular contact with students. New employees in these positions must receive the training within 90 days of their employment. Each employee must submit a signed acknowledgment of their training, which schools are required to keep filed electronically.
Additionally, each school district must develop a comprehensive training curriculum for the annual training, which must be submitted to the Department of Education for approval. The curriculum must cover the definition of human trafficking, guidance on identifying potential victims among students, the responsibilities of school employees in reporting suspected trafficking, and a protocol for reporting such cases to the appropriate authorities. The bill is set to take effect on July 1, 2025.
