The bill amends section 403.064 of the Florida Statutes to authorize domestic wastewater treatment facilities to request amendments to their plans to incorporate reclaimed water projects that are part of the Outstanding Florida Springs recovery or prevention strategies. A new paragraph (f) is added, which outlines the conditions under which the Department of Environmental Protection must approve such requests within 60 days. These conditions include the requirement that the reclaimed water project benefits a rural area of opportunity, provides at least 35 million gallons per day of reclaimed water to an Outstanding Florida Spring, involves multiple wastewater treatment facilities, and adheres to a project implementation schedule that eliminates surface water discharge by January 1, 2039.
Additionally, the bill redesignates existing paragraphs (f) through (i) of subsection (16) as (g) through (j), respectively. The effective date of the act is set for July 1, 2025. This legislative change aims to enhance the management of reclaimed water and support the recovery of Florida's springs while ensuring compliance with environmental standards.
