The bill amends section 403.064 of the Florida Statutes to allow domestic wastewater treatment facilities to request the incorporation of reclaimed water projects that are part of the Outstanding Florida Springs recovery or prevention strategies. A new provision is added, which stipulates that facilities with an approved plan can submit a request to amend their plan to include such projects. The Department of Environmental Protection is required to approve these requests within 60 days if specific conditions are met, including benefits to rural areas, a minimum provision of 35 million gallons per day of reclaimed water to Outstanding Florida Springs, involvement of multiple treatment facilities, and adherence to a project implementation schedule that eliminates surface water discharge by January 1, 2039.
Additionally, the bill redesignates existing paragraphs within subsection (16) of section 403.064, ensuring that the new provisions are integrated smoothly into the current legal framework. The effective date for this act is set for July 1, 2025.
