This bill amends Florida Statutes to establish new regulations regarding building permits for single-family dwellings. It prohibits the expiration of building permits issued by counties or local governments before the effective date of the next edition of the Florida Building Code, which is updated every three years. Additionally, it requires that local governments send written notices of expiration to property owners and contractors at least 30 days prior to a permit's expiration.

Furthermore, the bill introduces provisions for permit applications for single-family dwellings in jurisdictions that have experienced a state of emergency within the last 24 months. Such applications, when signed and sealed by a licensed architect or engineer attesting compliance with the Florida Building Code, are deemed compliant without further local review. Local governments are mandated to approve or deny these applications within two business days of receipt. The bill also includes requirements for attestations and indemnifies local governments from claims arising from plans reviewed under these new provisions. The act is set to take effect on July 1, 2025.
