This bill amends Florida Statutes to establish new regulations regarding building permits for single-family dwellings. It prohibits the expiration of building permits issued by counties or local governments before the effective date of the next edition of the Florida Building Code, which is updated every three years. Additionally, it requires that local governments send written notices of expiration to property owners and contractors at least 30 days prior to a permit's expiration.
Furthermore, the bill introduces a provision that allows permit applications for single-family dwellings, submitted in jurisdictions affected by a state of emergency within the past 24 months, to be deemed compliant with the Florida Building Code if they are signed and sealed by a licensed architect or engineer. Local governments are mandated to approve or deny these applications within two business days of receipt. The bill also includes requirements for attestations supporting permit applications and indemnifies local governments from claims arising from plans reviewed under this new compliance provision. The act is set to take effect on July 1, 2025.
