The proposed bill establishes a 10-year pilot program under a new section, 409.9026, of the Florida Statutes, aimed at expanding Medicaid presumptive eligibility for pregnant women, particularly in underserved areas. The program will allow qualified entities, such as community health centers and nonprofit organizations, to determine presumptive eligibility for Medicaid coverage based on preliminary information provided by pregnant women. The bill outlines the responsibilities of these qualified entities, including ensuring that trained employees make eligibility determinations, providing timely written notifications to applicants, and assisting them in applying for full Medicaid benefits.
Additionally, the bill mandates that the Agency for Health Care Administration implement procedures for a seamless transition from temporary Medicaid coverage to full Medicaid enrollment, ensuring no loss of coverage. The agency is also required to collaborate with the Department of Health to conduct outreach programs to promote the pilot program and facilitate training for qualified entities. The agency must seek federal approval for the program by October 1, 2025, and implement it within 30 days of receiving such approval. The act is set to take effect on July 1, 2025.
