The bill, known as the "Second Chance Act," amends various sections of Florida Statutes to enhance the safety of student athletes by requiring electrocardiograms (ECGs) as part of their medical evaluations before participating in interscholastic athletics. It mandates that students in grades 9 through 12 must complete at least one ECG screening that meets specified standards starting in the 2026-2027 school year. The Florida High School Athletic Association (FHSAA) is tasked with adopting bylaws to prohibit students with abnormal ECG results from participating in athletics until they provide written medical clearance from a qualified healthcare practitioner. Additionally, the bill provides immunity from liability for schools and practitioners in cases where undisclosed medical conditions lead to injuries or fatalities.

Furthermore, the bill requires school districts to seek public and private partnerships to offer low-cost ECGs to students, with an exemption for students if their district cannot secure such partnerships at a reasonable cost. The legislation also includes provisions for parents to object to medical evaluations or ECGs based on religious beliefs, ensuring that students can still participate in athletics under certain conditions. The act is set to take effect on July 1, 2025.
