The bill, known as the "Second Chance Act," amends various sections of Florida Statutes to enhance the safety of student athletes by requiring electrocardiograms (ECGs) as part of their medical evaluations before participating in interscholastic athletic competitions. It mandates that students in grades 9 through 12 must complete at least one ECG screening that meets specified standards starting in the 2026-2027 school year. The Florida High School Athletic Association (FHSAA) is tasked with adopting bylaws to prohibit students with abnormal ECG results from participating until they provide written medical clearance from a qualified healthcare practitioner. Additionally, the bill provides immunity from liability for schools and practitioners in cases where undisclosed medical conditions lead to injuries or fatalities.
Furthermore, the bill allows certain out-of-state licensed practitioners to conduct medical evaluations and requires school districts to seek public and private partnerships to provide low-cost ECGs to students. Students may be exempt from the ECG requirement if their parents object on religious grounds or if the school district cannot secure a partnership to provide ECGs at an affordable rate. The act is set to take effect on July 1, 2025.
