The bill amends Florida Statutes to prohibit governmental entities from entering into contracts for certain products and services with foreign countries of concern, specifically if those governments have ownership interests in the products or services being provided. It removes the definition of "controlling interest" and instead requires entities bidding for contracts to sign an affidavit affirming that no foreign government of concern has an ownership interest in them or their parent or subsidiary companies. The bill also eliminates previous provisions that restricted local governments from entering contracts that would grant access to personal identifying information.

Additionally, the bill establishes penalties for violations, including civil penalties and ineligibility to enter into contracts with governmental entities for up to five years. The Attorney General is authorized to bring civil actions against violators, and any penalties collected will be deposited into the General Revenue Fund. The effective date for these changes is set for July 1, 2025.
