This bill establishes the Joint Legislative Committee on Medicaid Oversight, defined in the newly added section 1.01(20) of the Florida Statutes. The committee is tasked with ensuring that the state Medicaid program operates in alignment with legislative intent while promoting transparency and efficiency in government spending. It will consist of ten members—five appointed by the President of the Senate and five by the Speaker of the House—serving two-year terms, with the chair and vice chair alternating annually between the two legislative houses. The committee is required to meet at least twice a year and has the authority to create subcommittees as needed.
The bill outlines the committee's duties, which include evaluating the Medicaid program's financing, quality of care, and operational functions, as well as recommending policies to limit spending growth while improving health outcomes. It mandates a data-sharing agreement between the Auditor General and the Agency for Health Care Administration by July 1, 2025, to ensure the committee has access to necessary data. Additionally, the agency must notify the committee of any changes to Medicaid managed care capitation rates and provide detailed reports on expenditures and trends. The committee is also granted the power to access relevant records and compel testimony from state officials as part of its oversight responsibilities.
