The bill establishes the Joint Legislative Committee on Medicaid Oversight, defined in the newly added section 1.01(20) of the Florida Statutes. This committee is tasked with ensuring that the state Medicaid program operates in alignment with legislative intent while promoting transparency and efficiency in government spending. The committee will consist of ten members—five appointed by the President of the Senate and five by the Speaker of the House—serving two-year terms. It will have the authority to evaluate various aspects of the Medicaid program, recommend policies to limit spending growth, and submit periodic reports to the Legislature.
Additionally, the bill mandates that the Auditor General and the Agency for Health Care Administration enter into a data-sharing agreement by July 1, 2025, to provide the committee with necessary data. The committee will have access to relevant records and documents from state agencies and can compel testimony from state officials. The Agency for Health Care Administration is required to notify the committee of any changes to Medicaid managed care capitation rates and provide detailed reports on expenditures and trends. The act will take effect upon becoming law.
