The bill introduces new subsections (2) and (6) to these sections, establishing this restriction and ensuring that the health and safety of nearby communities are prioritized in the permitting process.

Additionally, the bill makes conforming amendments to sections 403.703, 403.7049, and 403.705 to update cross-references in light of the new provisions. It modifies definitions and clarifies the roles of counties and municipalities in solid waste management, while also addressing the municipal solid waste reduction goals and recycling provisions. The act is set to take effect on July 1, 2025.
