This bill amends sections of Florida Statutes related to candidate qualifying and campaign expenditures. It allows candidates to pay their filing fees using a debit card linked to their campaign account, in addition to the traditional method of using a check. The timeframe for candidates to address rejected payments has also been revised; candidates will now have 48 hours from notification of a rejected payment to rectify the situation, regardless of whether the qualifying period has ended.
Additionally, the bill updates the definition of debit cards in the context of campaign expenditures, treating them as bank checks under certain conditions. These conditions include that the debit cards must be issued from the designated campaign depository bank and must not allow cash withdrawals. The bill specifies requirements for receipts from debit card transactions to ensure proper documentation. The effective date for these changes is set for July 1, 2025.
