This bill mandates the Office of Program Policy Analysis and Government Accountability (OPPAGA) to conduct a comprehensive review of compensation for legislators and Cabinet members in Florida. By December 1, 2025, OPPAGA is required to submit a report to the Governor, the President of the Senate, and the Speaker of the House of Representatives. The report must include findings and recommendations on whether the Legislature should operate as a full-time, part-time, or hybrid body, as well as whether salary increases for legislators are warranted. The report will feature various comparative analyses, including salary comparisons with other state legislatures, per diem and travel expenses, and the reasoning behind legislative structures in other states.

Additionally, the bill requires OPPAGA to assess the appropriateness of salary increases for Cabinet members by comparing their compensation to that of Cabinet members in states with similar populations. The effective date of this act is set for July 1, 2025. The detailed requirements for the report aim to ensure a thorough evaluation of legislative compensation and structure, ultimately guiding future decisions on these matters.
