The bill establishes a statewide study on the impact of automation, artificial intelligence (AI), and robotics on employment in Florida. It defines "artificial intelligence" as a machine-based system capable of making predictions, recommendations, or decisions based on human-defined objectives. The Bureau of Workforce Statistics and Economic Research within the Department of Commerce is tasked with conducting this study, which will focus on job losses and gains attributed to AI and automation. The study will analyze various factors, including the industries most affected, geographic regions vulnerable to job displacement, demographics of at-risk workers, and the overall economic benefits and challenges posed by these technologies.
The Bureau is authorized to consult with various stakeholders, including business representatives, academic institutions, and local economic councils, to gather comprehensive data for the study. A report detailing the findings and recommendations must be submitted to the Governor and legislative leaders by December 1, 2025, with subsequent reports required every three years. The bill aims to provide insights into workforce resilience and inform policy recommendations related to education and retraining investments in response to the evolving job landscape influenced by automation and AI. The act is set to take effect on July 1, 2025.
