The bill amends section 501.1736 of the Florida Statutes to enhance regulations surrounding social media use by minors. It mandates that social media platforms implement a mechanism to decrypt end-to-end encryption when law enforcement presents a warrant or subpoena, allowing access to messages relevant to criminal investigations involving minors. Additionally, the bill requires that parents or legal guardians of minor account holders be granted the ability to view all messages sent or received by their children. It also prohibits minors from using or accessing messages that are designed to disappear, self-destruct, or are otherwise ephemeral in nature.

Furthermore, the bill stipulates that social media platforms must terminate accounts held by users under 14 years of age and provides a process for account termination for users aged 14 or 15 if parental consent is not obtained. The platforms are required to delete all personal information related to terminated accounts unless legally obligated to retain it. The effective date for this act is set for July 1, 2025.
