This bill amends Section 550.475 of the Florida Statutes to allow holders of valid pari-mutuel permits to lease their facilities to other holders of the same class of permit or to jai alai permitholders within a 35-mile radius. The new language specifies that these lessees may apply for a license to conduct intertrack wagering and operate their race meets or jai alai games at the leased facility. However, they are prohibited from operating a cardroom or slot machine at the leased location. Additionally, the bill mandates that any jai alai permitholder leasing a facility must conduct a minimum of 59 live performances using their existing permit and cannot operate under the lessor's permit.
The bill also includes several deletions and insertions to clarify the conditions under which these leases can occur. Notably, it changes the language from "are entitled to lease any and all of their facilities" to "may lease their facilities," and it specifies that the facilities must be located at the address listed on the permit as of January 1, 2021. The effective date for this act is set for July 1, 2025.
