This bill aims to facilitate the restoration of voting rights for individuals disqualified due to felony convictions, excluding those convicted of murder or felony sexual offenses. It mandates the Florida Commission on Offender Review to create and maintain a comprehensive database containing essential information about these individuals, including their personal details, supervision status, restitution owed, and any other relevant data necessary for determining eligibility for voting rights restoration. The bill requires various governmental entities, such as the Department of State and the Department of Corrections, to provide monthly updates to the commission, which will make the database publicly accessible by July 1, 2028. Additionally, the commission must submit a comprehensive plan to the Governor and Legislature by July 1, 2026, detailing the methods for data collection, necessary infrastructure, staffing needs, and associated costs.

Furthermore, the bill provides legal protections for individuals who register or vote based on the information in the database, ensuring they cannot be charged with criminal violations related to fraudulent voting if they reasonably relied on the database's accuracy. The commission is also tasked with adopting rules to implement these provisions. The effective date for this act is set for July 1, 2025.
