This bill amends section 20.32 of the Florida Statutes to establish a database managed by the Florida Commission on Offender Review, aimed at assisting individuals disqualified from voting due to felony convictions (excluding murder or felony sexual offenses) in determining their eligibility for voting rights restoration. The database will include personal identifying information, details about supervision terms, restitution owed, fines or fees, and other relevant information necessary for assessing voting rights restoration eligibility. Various governmental entities, including the Department of State and the Department of Corrections, are required to provide monthly updates to the commission, which will also receive technical assistance from the Department of Management Services.

Additionally, the bill mandates that the commission make the database publicly accessible by July 1, 2028, and update it monthly. By July 1, 2026, the commission must submit a comprehensive plan to the Governor and Legislature detailing the collection and management of information for the database, anticipated costs, and any necessary legal authority. Importantly, individuals who register or vote based on the database's information will have an affirmative right to do so and cannot be charged with criminal violations related to fraudulent voting. The bill is set to take effect on July 1, 2025.
