Counties and municipalities are authorized to implement these detectors to enforce laws at at-grade railroad crossings, contingent upon enacting an ordinance and conducting a public hearing to evaluate safety risks. Additionally, the Department of Transportation is empowered to enforce speed limits in work zones using speed detection systems, which necessitate appropriate signage and public awareness campaigns prior to their implementation.

The legislation also establishes procedures for issuing traffic citations based on violations detected by these systems, including notification requirements for vehicle owners and the right to request a hearing. It clarifies that vehicle owners are generally responsible for violations unless they provide an affidavit identifying another person in control of the vehicle at the time of the infraction. The bill outlines the financial distribution of penalties collected from traffic violations, emphasizing the allocation of funds to public safety initiatives, including the School Crossing Guard Recruitment and Retention Program. Furthermore, it mandates that penalties for exceeding speed limits in school and work zones be paid to the Department of Revenue weekly, with specific amounts designated for safety campaigns and support for families of construction workers killed in work zones. The act is set to take effect on July 1, 2025.
