The bill amends section 403.814 of the Florida Statutes to establish a framework for general permits related to distributed wastewater treatment systems (DWTS). It defines key terms such as "distributed wastewater treatment system" and "distributed wastewater treatment unit" (DWTU), which is characterized as an advanced onsite closed-tank system designed for secondary treatment and significant nitrogen removal. The Secretary of Environmental Protection is authorized to grant general permits for replacing existing onsite sewage systems with DWTS under specific conditions, including the requirement that the DWTU and DWTS be commonly owned and operated by the permittee.

Additionally, the bill allows for the installation of DWTUs to proceed without further action from the Department of Environmental Protection if the permittee provides a 30-day notification prior to installation. This notification must confirm that the DWTU is designed by a Florida-registered professional and meets various operational and environmental standards. The permittee is also required to conduct monthly compliance sampling, maintain records, and ensure that the operation of the DWTU does not adversely affect public health or the environment. The act is set to take effect on July 1, 2025.
