The proposed bill, titled the Diabetes Prevention and Obesity Treatment Act, aims to enhance Medicaid coverage for diabetes prevention programs and obesity treatments in Florida. It establishes a new section, 385.2035, in the Florida Statutes, which defines key terms related to diabetes prevention and obesity treatment, including "diabetes prevention program," "FDA-approved obesity medication," and "intensive health behavioral and lifestyle treatment." Starting January 1, 2026, the Agency for Health Care Administration will be required to reimburse Medicaid recipients for participation in approved diabetes prevention programs, provided they meet specific eligibility criteria and have not previously participated while enrolled in Medicaid. Additionally, the agency will cover various treatments for obesity, including intensive health behavioral treatments, metabolic and bariatric surgery, and FDA-approved medications.

The bill also mandates that the agency adopt rules to implement these provisions and notify Medicaid recipients about the available treatments. It allows the agency to seek federal approval through a state plan amendment or Medicaid waiver if necessary to facilitate the implementation of these new coverage requirements. The act is set to take effect on July 1, 2025.
