The bill amends section 316.081 of the Florida Statutes to define the term "furthermost left-hand lane" and establish regulations for its use on specified roadways. It prohibits drivers from operating a motor vehicle in the furthermost left-hand lane on roads with two or more lanes allowing movement in the same direction when other traffic is present, unless they are overtaking another vehicle, preparing to exit, or under certain other conditions. The bill also clarifies that this regulation does not apply to emergency vehicles or those engaged in highway maintenance.

Additionally, the Department of Transportation is tasked with designating the roadways where these regulations apply and installing appropriate signage to inform motorists of the requirements. The effective date for this act is set for January 1, 2026.
