This bill amends section 784.07 of the Florida Statutes to include a new definition and reclassification of offenses committed against contractors performing state functions. The term "contractor performing state functions" is defined as individuals employed by businesses that have contracts with the state or state agencies to perform various functions, including construction and infrastructure maintenance. The bill also expands the list of individuals whose assault or battery is subject to reclassification to include these contractors.

Under the proposed changes, offenses committed against contractors performing state functions will be reclassified similarly to those committed against law enforcement officers and other specified personnel. For instance, an assault against such a contractor will be reclassified from a second-degree misdemeanor to a first-degree misdemeanor, while a battery will be elevated from a first-degree misdemeanor to a third-degree felony. The bill establishes minimum sentences for various offenses, ensuring stricter penalties for those who commit acts of violence against contractors engaged in state functions. The act is set to take effect on October 1, 2025.
