The bill amends Section 550.475 of the Florida Statutes to allow holders of valid pari-mutuel permits to lease their facilities to other holders of the same class of permit or to jai alai permitholders located within a 35-mile radius. The new language specifies that these lessees may apply for a license to conduct intertrack wagering and operate their race meet or jai alai games at the leased facility, but they are prohibited from operating a cardroom or slot machine at that location. Additionally, any jai alai permitholder leasing a facility must conduct a minimum of 20 live performances using their existing permit and cannot operate under the lessor's permit.
The bill also includes several deletions and insertions to clarify the conditions under which these leases can occur. Notably, it changes the language from "are entitled to lease any and all of their facilities" to "may lease at their permitted location as of January 1, 2021," and it specifies that the lessee may apply for a license rather than being entitled to one. The effective date for this act is set for July 1, 2025.
