Furthermore, the bill directs the Office of Program Policy Analysis and Government Accountability (OPPAGA) to conduct a study on the barriers to housing faced by young adults who are homeless or have previously been in foster care. This study will involve consultations with various stakeholders and is required to provide recommendations for overcoming these barriers. OPPAGA is expected to report its findings to the Governor and the Legislature by December 1, 2026. The act is set to take effect on July 1, 2025.
