The legislation also establishes a new section requiring the Department of Children and Families and related agencies to take necessary actions to administer federal housing initiatives, including the Foster Youth to Independence program.
Furthermore, the bill directs the Office of Program Policy Analysis and Government Accountability (OPPAGA) to conduct a study on the barriers faced by young adults who are homeless or have aged out of foster care in securing housing. This study will involve consultations with various stakeholders and is expected to provide recommendations for overcoming these barriers. OPPAGA is required to report its findings to the Governor and the Legislature by December 1, 2026. The act is set to take effect on July 1, 2025.
