New provisions are introduced to facilitate the acquisition of residential leases for current and former foster youth, including actions required by the U.S. Department of Housing and Urban Development to administer the federal Foster Youth to Independence initiative.
Furthermore, the bill establishes a requirement for the Office of Program Policy Analysis and Government Accountability (OPPAGA) to conduct a study on the barriers to housing faced by young adults who are homeless or were formerly in foster care. This study will involve consultations with various stakeholders and is expected to provide recommendations for overcoming these barriers. The findings must be reported to the Governor and the Legislature by December 1, 2026, with the act set to take effect on July 1, 2025.
