The proposed bill establishes the Gun Violence Prevention Pilot Program under a new section, 394.4997, Florida Statutes, aimed at addressing the disproportionate impact of gun violence on individuals under 21 years of age. The program, to be developed and implemented by IMPACT GNV in collaboration with the Department of Juvenile Justice and local judicial entities, will focus on providing mental health services, community-based interventions, and conflict resolution training. It will also offer alternatives to incarceration for eligible youth, defined as those aged 10 to 21 who are at moderate or high risk of being victims or offenders of gun violence, or those returning from delinquency programs.
The bill mandates annual reporting from the City of Gainesville and Alachua County to IMPACT GNV, detailing participant numbers, the program's impact on gun violence rates, and recommendations for improvements. Additionally, IMPACT GNV is required to report to state leadership on the program's implementation and performance. The pilot program is set to expire on June 30, 2030, and an appropriation of $500,000 is allocated for its implementation in the 2025-2026 fiscal year. The act is scheduled to take effect on July 1, 2025.
