The proposed bill establishes the Gun Violence Prevention Pilot Program under a new section, 394.4997, Florida Statutes, aimed at addressing gun violence among individuals aged 10 to 21 in the City of Gainesville. The program, developed by IMPACT GNV in collaboration with the Department of Juvenile Justice and local judicial entities, will provide mental health services, community-based interventions, and conflict resolution training. It is designed to offer alternatives to incarceration for at-risk youth and includes eligibility criteria for participants, such as being at moderate or high risk of gun violence or returning from a delinquency program.
Additionally, the bill mandates annual reporting requirements for the City of Gainesville and Alachua County to IMPACT GNV, detailing participant data and the program's impact on gun violence rates. IMPACT GNV is also required to report to state leadership on the program's implementation and performance. The pilot program is set to expire on June 30, 2030, and includes an appropriation of $500,000 for the 2025-2026 fiscal year to support its implementation. The act is scheduled to take effect on July 1, 2025.
