The bill aims to enhance coastal resilience in Florida through the implementation of nature-based methods and infrastructure. It amends section 380.0933 of the Florida Statutes to require the Florida Flood Hub for Applied Research and Innovation at the University of South Florida to develop design guidelines and standards for both green and gray infrastructure, as well as models for conceptual designs of these infrastructures. Additionally, a new section, 380.0938, is created, mandating the Department of Environmental Protection to adopt rules that address significant erosion, protect mangrove stands, and promote local government initiatives for restoration projects, among other requirements.
Furthermore, the Department of Environmental Protection is tasked with conducting a statewide feasibility study to assess the value of nature-based methods for reducing coastal flood risks and their potential impact on insurance premiums. The findings of this study are to be reported to the Governor and the Legislature by July 1, 2026. The bill emphasizes the importance of integrating green infrastructure into coastal protection strategies and aims to streamline permitting processes for such projects, thereby fostering partnerships and community engagement in coastal resilience efforts. The act is set to take effect on July 1, 2025.
