This bill amends existing Florida law regarding cardiac emergencies on school grounds by revising the requirements for cardiopulmonary resuscitation (CPR) instruction and establishing a new mandate for public schools to develop a cardiac emergency response plan (CERP). Specifically, it updates section 1003.453 to require that instruction in CPR and the use of automated external defibrillators (AEDs) be provided to students in grades 9 and 11, while encouraging training for grades 6 and 8. The previous requirement that CPR instruction only occur when a school district has the necessary equipment has been removed.
Additionally, the bill creates section 1003.457, which outlines the requirements for the CERP, including collaboration with local emergency service providers to ensure integration into community emergency protocols. The CERP must include evidence-based core elements recommended by the American Heart Association and ensure appropriate placement of AEDs. Furthermore, it mandates that selected school staff, including licensed coaches, school nurses, and athletic trainers, receive training in first aid, CPR, and AED use based on established guidelines. The act is set to take effect on July 1, 2025.
