This bill establishes a new section, 490.017, in the Florida Statutes, which provides exemptions from public meetings and public records requirements for certain discussions held by the Interstate Compact for School Psychologists Commission and its executive committee. Specifically, the bill allows for closed meetings when discussing sensitive topics such as noncompliance of member states, personnel matters, litigation, contract negotiations, and other confidential information. The presiding officer is required to state the reasons for closing a meeting, and detailed minutes must be kept, which will remain sealed unless released by a majority vote of the commission or a court order.

Additionally, the bill includes a public necessity statement justifying these exemptions, emphasizing that without them, Florida would be unable to effectively participate in the Interstate Compact for School Psychologists. It also stipulates that recordings, minutes, and records generated during exempt meetings are not subject to public records laws. The exemptions are subject to review and will automatically expire on October 2, 2030, unless renewed by the Legislature. The act will take effect contingent upon the passage of related legislation.
