The bill amends section 320.08058 of the Florida Statutes to require the Department of Highway Safety and Motor Vehicles to develop an Endless Summer motorcycle specialty license plate. The new license plate will feature a design approved by the department, with the word "Florida" at the top and "Endless Summer" at the bottom. Additionally, any approved image for the motorcycle plate must be placed on the far left side. The bill also specifies that the number of valid Endless Summer specialty license plates issued for both motor vehicles and motorcycles will be combined for determining whether the plate should be discontinued.
The annual use fees collected from the Endless Summer license plates will be allocated to Surfing's Evolution & Preservation Corporation to support its initiatives aimed at preserving surfing. The corporation can retain all revenue until it recoups startup costs, after which up to 10% of the fees may be used for promotion and administrative expenses. The remaining funds will be directed towards various projects, including the Surfing's Evolution & Preservation Experience, lifeguard provisions, artificial reef construction, and educational programs related to beach safety and coastal ecology. The act is set to take effect on October 1, 2025.
