This bill provides for the relief of Michael Barnett, who is the natural parent and legal guardian of R.B., by appropriating funds from the General Revenue Fund to compensate them for injuries and damages sustained due to a tragic incident involving Patrick Dell, who fatally shot Barnett's estranged wife and her children in September 2010. The bill acknowledges the failures of the Department of Children and Families (DCF) in responding to prior incidents of domestic violence and threats made by Dell, which ultimately led to the fatal shootings. The bill states that the facts presented in the preamble are true and establishes a settlement agreement where Barnett and R.B. will receive a total of $160,000, including attorney fees and costs, while a judgment of $296,400 is entered against the DCF.

Additionally, the bill stipulates that the Chief Financial Officer is directed to issue a warrant for the payment of the awarded amount to Barnett and R.B. It also specifies that the total compensation provided under this act is intended to cover all present and future claims related to the incident, with a limitation that attorney fees may not exceed 25 percent of the total amount awarded. The act will take effect upon becoming law.
