The bill amends section 403.7032 of the Florida Statutes to enhance recycling efforts by allowing certain private businesses to participate in a program that requires them to report the amount of materials they recycle annually. Specifically, private businesses that recycle various materials, including paper and plastics, may now report their recycling efforts to the county using a designated format. The bill also removes the previous encouragement for these businesses to report their recycling rates, clarifying that they are not mandated to do so. Additionally, it exempts smaller cities from the reporting requirement.
Furthermore, the bill mandates the Department of Environmental Protection to develop and implement a comprehensive waste reduction and recycling plan by July 1, 2026, based on prior recommendations. This plan must include specific recycling goals, incentives for private businesses to increase their recycling rates, and educational initiatives to inform businesses about the program. Notably, businesses achieving significant recycling rates may receive reductions in licensing fees as an incentive. Upon the plan's implementation, the department is also required to publish a list of businesses that have benefited from these incentives. The act is set to take effect on July 1, 2025.
