This bill establishes a new section, 944.092, in the Florida Statutes that outlines the basic rights of inmates within the correctional system. It mandates that each inmate be provided with a written copy of their rights upon entry into the system. The rights include provisions for proper ventilation in housing units, a minimum of 20 minutes for meal consumption (with extensions for medical reasons), an adequate food supply during emergencies, and necessary health supplies such as personal protective equipment and hygiene products. Additionally, inmates are granted the ability to file grievances if they believe their rights have been violated.
The bill also amends section 947.149 to revise the definition of "permanently incapacitated inmate" for the purposes of conditional medical release. The new definition specifies that an inmate may be considered permanently incapacitated if they have a condition that renders them permanently and irreversibly physically incapacitated or if they have a physical disability that does not pose a danger to themselves or others. The act is set to take effect on July 1, 2025.
