This bill amends Florida law to redefine "machine gun" to include firearms that automatically fire more than one shot without manual reloading, as well as those modified with conversion kits or devices to increase firing rates. It ranks offenses related to bump-fire stocks at level 5 on the offense severity ranking chart of the Criminal Punishment Code and reenacts several sections of Florida Statutes to incorporate this new definition, ensuring consistency in minimum sentencing and definitions related to concealed weapons. The bill also establishes stricter penalties for felonies involving semiautomatic firearms or machine guns, mandating minimum sentences of 15 to 25 years based on the offense's circumstances.

Additionally, the bill proposes amendments to sentencing guidelines, particularly increasing sentence points for offenders with multiple prior convictions for specific crimes, such as grand theft involving a motor vehicle or offenses benefiting a criminal gang. It introduces a multiplier of 2.0 for adult-on-minor sex offenses if the offender is 18 or older and the victim is a minor, provided the offense occurred after October 1, 2014. If applying these multipliers results in a sentence exceeding the statutory maximum, the court must impose the maximum sentence instead. The act is set to take effect on July 1, 2025.
